Request a pairing token with platform-federation scope from a Follower JPD.
This endpoint is called on the Follower JPD and returns a one-time pairing token that must be used when registering this Follower on the Controller JPD.
Usage: Call this endpoint on each Follower JPD before registering it on the Controller.
