Register a Follower JPD on the Controller JPD using the pairing token obtained from the Follower's Access API.
This establishes a trust relationship between the Controller and the Follower, allowing the Controller to propagate federated entities to the Follower.
Prerequisites: Obtain a pairing token from the Follower JPD by calling
POST /access/api/v1/service_trust/pairing/platform-federation on the Follower.
