Returns the user lock policy stored in Access.

When a field has never been set, Access returns its server default:
attempts 0, secondsToUnlock 0, passwordExpiryDays 0,
adminPasswordExpirable false, clientLoginSuspensionEnabled true,
maxLoginDelayMillis 60000, baseLoginDelayMillis 1000, and
maxLoginDelayIncorrectAttempts 2.

Replaces: GET /artifactory/api/security/userLockPolicy. The
Artifactory body (enabled, loginAttempts) is not this body.

Not on this API:

• Login-delay cache settings (security.user-lock-policy.cache) are
  YAML-only.
• Password-expiry email notification (notifyByEmail on the deprecated
  Artifactory password expiration API) is not a field here.
• Unlocking a user is POST /access/api/v2/users/USERNAME/unlock.
• Listing locked users is GET /access/api/v2/users?status=locked.

Security: Requires an admin user.
