Artifacts Not Downloaded Since

Returns all artifacts not downloaded since the specified Java epoch in milliseconds. Optionally include only artifacts created before the specified createdBefore date, otherwise only artifacts created before notUsedSince are returned. Can limit search to specific repositories (local or caches).
