Returns the current Runtime registration token in access_token.
If a valid token is already stored, this API returns that token. If no valid token exists, it creates one (2-year expiry) and returns the new value.
This API returns the token secret. The Get registration token status API checks expiry only and does not return the token value.
Requires Resource Manager permissions (identity token). Treat the registration token as a secret.
