Return one inspected version from a CVS audit event, including the
policies that hit it.

Requires a user who can view curation policies.

versionId is packages[].versions[].id from a listing called with
include_versions=true. created_at is required and must be that
event's created_at (epoch milliseconds). It limits the read to one
partition.
